On March 4, 2026, the Behavioral Health Commission (BHC) voted to submit the draft Three-Year Integrated Plan (IP) to the Board of Supervisors for approval—marking an important milestone. The Three-Year IP is a Prop. 1 mandated, comprehensive document that counties must submit to the Department of Health Care Services (DHCS) by June 30, 2026.  It outlines how BHRS will allocate funding, specifically focusing on mental health and substance use services, to address community needs.

For BHRS, it means much more than compliance, it is a core building block of the broader BHRS 5-Year Transformation Journey Roadmap. It connects the dots between community input, state requirements, and BHRS’s services and programs into concrete investments. 

Community Voice at the Center 

Over a 30-day public comment period, BHRS received strong community engagement. The public comments strengthened the plan’s descriptions of services, prioritized activities, clarified outcomes, and emphasized the importance of transparency—reinforcing our BHRS Transformation Journey goals of deepening community partnership and improving system understanding.

What Comes Next 

  • Board of Supervisors (BOS) review and approval June 9, 2026 
  • Submit BOS-approved Integrated Plan to DHCS by June 30, 2026 
  • Implementation beginning July 1, 2026 aligned with statewide Prop. 1 timelines
