Prop. 1 Implementation: Celebrating Key Accomplishments

BHRS entered July 1 with confidence and momentum. After months of focused preparation, Proposition 1 implementation is guided by a clear, community-informed vision for the years ahead. Key accomplishments included the launch of our strategic plan, the Transformation Journey 5-Year Roadmap, and most recently, the approval of the Three-Year Integrated Plan by our Board of Supervisors and the California Department of Health Care Services, affirming the strength and readiness of our approach.  

These milestones are the result of many readiness activities and accomplishments across BHRS. Teams developed action plans across 11 areas of focus for Prop. 1 transition including substance use and mental health integration, full-service partnership and housing alignment, fiscal and data reporting, community planning, prevention, workforce development and implementation of evidence-based practices. Staff and communities worked together to align programs, funding, and priorities, strengthen planning and performance measures, and prepare our systems to support new reporting requirements. Proposition 1 places a strong emphasis on accountability and transparency, and BHRS has built clear goals and structures to track progress, measure outcomes, and openly demonstrate how resources are used to meet community needs.  

Engagement with community partners, clients, families, and staff helped shape our planning to be responsive and grounded in local needs. BHRS partnered closely with SMC Public Health, Policy and Planning division to ensure a smooth transition of community prevention activities, including suicide prevention work. We’ve also partnered with the Health Plan of San Mateo and Kaiser to strengthen coordination around the CalAIM Community Supports benefits to support unhoused members apply for, secure and sustain housing.   

Behind the scenes, teams continue working to integrate mental health and substance use services, improve how clients move to the right level of care based on their needs, and streamline access to permanent supportive housing. Together, these efforts are building a stronger foundation for whole-person recovery. 

This is a moment to celebrate the dedication and collective effort that made these milestones possible and to look ahead with optimism as we move forward together.
