Substance Use Treatment Services at the Navigation Center

The San Mateo County Navigation Center, which is operated by non-profit LifeMoves, provides interim supportive housing for individuals experiencing, or at risk of, homelessness. Unlike traditional shelters, the Navigation Center allows people to have private sleeping quarters, be able to stay with their partner, and bring their pets with them. In addition to a room and on-site meals, case managers work with clients towards self-sufficiency. A wide range of support services are offered to connect clients with employment opportunities, access to behavioral health and medical services, an on-site dental clinic, social service benefits, and permanent housing.
The Navigation Center, which opened in
April 2023, can hold a capacity of 260 residents in a total
of 240 units, either with in-unit bathrooms or access to
community bathrooms.
As of the end of January, there are now over 80 residents at the Navigation Center who are engaged in substance use treatment services. Provided in partnership by local treatment provider El Centro de Libertad and the BHRS Integrated Medication Assisted Treatment (IMAT) team, services are provided for residents directly at the Navigation Center.
Substance use services are often delivered at evening workshops, support groups, and through one-on-one peer support. Providers have created a warm, welcoming and non-judgmental environment for residents to learn how to reduce the risks associated with drug use, the dangers of using alone, the value of having naloxone on hand and the use of fentanyl strips. Some residents are looking for information for themselves, while others are interested in supporting friends or loved ones.
Plans for expanding co-located substance use treatment services and homeless outreach, education and engagement into other shelters are underway.
Referrals to the Navigation Center are made through the Coordinated Entry System, which is accessed at any of the eight Core Service Agencies located throughout the County.
