Quality Improvement Committee

The Quality Improvement Committee (QIC) is a standing policy committee within Behavioral Health & Recovery Services that oversees quality improvement activities for mental health and substance use services in San Mateo County.

Description

The committee works to review, analyze and enhance the county’s Quality Management Program by assessing service delivery, access, outcomes, client satisfaction and compliance with state and federal requirements.

Service Focus

Monitoring and improving service delivery for children, adults and older adults; oversight of performance improvement projects; data-driven analysis of access and outcomes; evaluation of grievances and critical incident reviews; integration of behavioral health with other services.

Membership

Multidisciplinary membership including county staff, contract providers, peer and family representatives, clinicians and administrative leaders. Membership is broadly representative of BHRS service programs and includes individuals with lived experience. Sub-committees may be convened for specific tasks such as research or performance improvement projects.

Key Functions

  • Reviews and approves the Quality Management Program plan and annual work plan.
  • Monitors performance indicators and service outcomes for mental health and substance use services.
  • Ensures at least two performance improvement projects (one clinical, one non-clinical) are conducted annually.
  • Oversees complaint and grievance review, utilization management and service continuity.
  • Recommends policy changes and service improvements to BHRS leadership and the Health Director.
